SEPPA, Sept 4: The AE independent charge Seppa to Chayangtajo road said that there is frequent blockade at Chayangtajo 34.44 Km Pakke point under Seppa to Chayangtajo road.

GAWS mourns death of member
ITANAGAR, Sept 4: Gichik Abu Welfare Society (GAWS) has expressed shock and grief over untimely demise of Gichik Taja (51) after prolonged illness at his Papu Nalah, Naharlagun residence today.
While recalling his contributions towards the upliftment of the society both socially and economically, GAWS termed his death as an irreparable loss to the society.
“With his death, the society has lost a dedicated, laborious and straight forward person.”

Syndicate bank revise rate of interest
ITANAGAR, Sept 4: Syndicate Bank has revised the rate of interest on domestic term deposits in various tenures w.e.f August 30.
For a deposit of 399 days, a special interest rate of 9.30% per annum will be eligible for deposits upto Rs 10 crores. The deposits from 61 to 90 days will attract 7.10% to 9.01% on the basis of amount invested. For 180 to 269 days, 8.50% to 9.81% interests will be paid.
For deposits upto Rs 50 crores, higher rate of interest will be considered. For exact one year, the rate will vary from 9.06% to 9.91% for deposits upto Rs 50 crores. The bank will pay additional 0.50% to the Indian Senior Citizens for tenure of one year and above.
In respects of Non Resident Indians, bank has revised in all the tenures from one year to 10 years. For exact one year, 9.05% is payable on deposits upto Rs 10 crore and 9.91% for deposits upto 50 crore.

Advocate assault report squashed
ITANAGAR, Sept 4: Reacting to the reported assault on advocate Mimar Basar on Aug 29 at Tirbin, the Tirbin Unemployed Youth Association has squashed the allegation saying that as per eyewitnesses only verbal argument took place and no physical attack happened.

Education sector becomes money making machine in Arunachal

ITANAGAR, Sept 4: As Arunachal is gearing up to celebrate Teachers’ Day, education scenario in the state is worrying many citizens. Especially the way the education sector has been turned into money making monster by greedy politicians and their coterie poses serious threat to the future of Arunachal Pradesh.
State government instead of concentrating in improving government runs colleges, Arunachal University (Pasighat) and Rajiv Gandhi University (RGU), has opened the door to private universities to start business in the state. These private universities are namely Indira Gandhi Technological and Medical Sciences University (Ziro), Venkateshwara Open University (Naharlagun), Apex University (Pasighat), Himalayan University (Itanagar) and Arunachal University of Studies. In the name of giving degree, all the above mentioned private universities are fast turning into money minting machine and are compromising with future of thousands of students.
Indira Gandhi Technological and Medical Sciences University (Ziro) along with Himalayan University (Itanagar) are already inviting application for various degrees including prestigious Doctor of Philosophy (Ph.D), M. Tech, Master in Philosophy (M.Phil) along with numerous other professional courses. The big question is does these universities have proper infrastructure and adequate faculty to start their operation? Do they have requisite permission from concern authorities like UGC, AICTE? University Grant Commission (UGC) has already made it clear in the past that “the inclusion of the name of the university in the list of universities maintained by the UGC does not itself allow the university to make admission in its programmes.” Therefore if private universities are starting activities just on the pretext that they have been recognized by UGC, then they are violating the guidelines of the same UGC.
On January this year, Rakhsa Pahwa under secretary UGC had written to the registrar of Venkateshwar Open University informing it that admission process can only be started after creation of required academic and physical infrastructure facilities including library, laboratories and appointment of teaching and supporting staff as per the norms and standard laid down by the UGC and statutory councils concerned. Also private university are supposed to submit detail information of above mentioned to UGC and accordingly an expert committee will be constituted by Commission to ascertain whether university fulfils the criteria in terms of programmes, faculty, infrastructural facilities, financial viability etc as laid down from time to time by UGC and other concerned statutory bodies such as AICTE, BCI, MCI, DCI, INC, NCTE, PCI etc. In their websites none of the five private universities operating from state has mentioned any information regarding visit of UGC expert committee to their respective universities.
In August 2011, UGC wrote to education commissioner, Govt of Arunachal informing that as per Supreme Court order no off campus centre(s) should be allowed to open by the private university outside the territorial jurisdiction of the state. However private universities of state like Indira Gandhi Technological and Medical Sciences University, Ziro has opened its office at Paryavaran Complex, South of Saket, New Delhi. Venkateshwara University too has its office at Malviya Nagar, New Delhi. They are accepting application forms from their Delhi based offices.
Govt of Arunachal especially education department has failed to check this rampant selling of degrees. According to the sources all these private universities has backing of powerful politicians. At present Arunachal have 18 degree colleges, 11 professional institutions and university level institution which include RGU, Arunachal University, NERIST and NIT, Yupia. The government run degree colleges are fighting numerous problems whereas RGU and NERIST have become battle ground for power struggle between politicians and local citizen of area. Instead of bothering to solve these burning problems, state government is busier in appeasing private universities. Very surprisingly majority of student unions of state is keeping mum on this issue. It seems Arunachalee citizen are waiting for next CMJ university type scandal to take place in the state.
Mass protest rally for Likabali rape victims
ITANAGAR, Sept 4: Thousands of people, including students, participated in a mass protest rally at Aalo town, the district headquarter of West Siang, today against the recent Likabali rape incident wherein 14 minor girls of a private residential school were reported to have been raped by the hostel warden Vipin Wisvan.

ITANAGAR, Sept 4: Flood waters have entered Dumpani and four other villages under Diyun circle as mighty Nao Dehing River has breached the WRC and village protection bund.
Atleast 13246 people of eleven villages have been affected by the current wave of flood.

Byaling calls for better coordination for effective implementation of projects
TAWANG, Sept 4: A meeting in connection with the review of the implementation of various flagship programmes under rural development was held at the D C Conference hall Tawang.
Attending the meeting, Minister RD, P R and Power Tanga Byaling informed that the purpose of his visit was to assess the ground situation of the implementation of various programmes.
Calling for better coordination from the PRI members, Byaling outlined the importance of the PRI members in the assessment and selection of projects and also in the successful execution of these projects. He further urged the DRDA and the PRI members to select and take up projects that assist the people in their income generation. Advocating for implementation of schemes specially that of mass/common utility, he urged the members present to give top priority for development. He further urged the members to prioritize the schemes in consultation with the local populace and the administration.
He called for better coordination/support from other departments like horticulture, agriculture etc so that a convergence can be achieved during the implementation of a particular project. The Minister expressing his satisfaction on the implementation of the various RD projects in the district said that Tawang and West Kameng districts can be role model for his department on the quality of the execution of the projects.
He directed the District administration, DRDA & PRI members to come together with better coordination and constantly work together for the upliftment of the rural population in the district.
Earlier, Secretary Rural Development B R Babu informed the house that the main purpose of the visit was to ensure that the funds for all the flagship programmes were utilized properly. He further gave a brief outline and guidance on execution of the various programmes under the RD like the MGNREGA,IAY, IWMP, SGSY, etc.

Hostel land in JNU campus identified for NE students
NEW DELHI, Sept 4: Clearing all hurdles for construction of a 500-
JNU vice chancellor Prof Sudhir Kumar Sopory, Rector Prof Sudha Pai, deputy registrar Kh Siile Anthony and superintending engineer Pradeep Kumar along with the forum’s secretary general Takam Sanjoy, Delhi Police joint commissioner Robin Hibu and a few officials visited the varsity campus here for demarcating the land for the ambitious project which would serve as a panacea for NE students pursuing higher education in New Delhi.

Dixit took up the matter with JNU vice chancellor after Sanjoy called on her with a written request on July 27 following which the VC had consented to identify land for the purpose within the university campus.
Sanjoy conveyed gratitude to Dixit and JNU authorities for identifying themselves with the cause of NE people and reiterated his plea to Delhi CM for implementing the Rent Control Act in the NCT region as "our students face a lot of problems as landlords arbitrarily increase rents by 40 to 50 per cent and use it as an instrument to remove the tenants."
With the formal letter of allocation of land, it would be the responsibility of the DoNER ministry now to finalize the design, earmark fund to give the go ahead signal.
It may be mentioned here that this was one of the commitments given by the Congress party during the Delhi University Students’ Union election during 2009. Most of the NE Students’ Unions had extended their support to DUSU with this demand, Sanjoy added.

Expressing concern over the delay on construction of the road project, the members present in the meeting urged the construction agency to review its working system for speedy progress of the road construction. Not satisfied with the performance of the works like construction of culverts, formation cutting etc by GIL, the PRI members and students strongly urged that damage portion of culverts which has been already constructed by some PRWs executing by GIL should be renovated immediately. The ZPM Lama Bagang, student bodies, NGOs and PRI leaders also assured to extend all possible help to GIL in solving any local issues relating to road project.

Participating in the meeting, Prafulla Borgohain, Project Manager, Gammon India Ltd has assured that the balance work will be completed within April, 2014. Moreover, he gave his commitment to bring quality work and renovate the said damaged portion of culvert which have been constructed by GIL and Byabang Tugu, Asst. Engineer (Independent in charge), PWD, Chayangtajo has also assured that concern junior engineers will be deputed to work location for proper monitoring and supervision of the quality of the work and appealed for cooperation from the people so that we can complete it early.
Lama Bagang appealed the PWD, Chayangtajo to properly supervise the construction activities of Gammon India Ltd as per the guidelines of MoU with the Govt for early completion of this road. Delay in construction of this important road hampers the development, he said while requesting all to extend all possible cooperation for early completion of the project. also informed that the landslide zone at Ch.No.2+600 KM and Ch.No.35+00, which is occurring due to natural calamities and beyond the control of contractor at present and also intending danger to the life and property residing nearby.
Meanwhile Lama Bagang, along with students’ bodies, NGOs and PRIs leaders has submitted a memorandum to the East Kameng Deputy Commissioner for providing security personnel to staff of GIL and PSO for Project Manager to prevent any unwanted incidents in future.

Training on scientific cultivation of tea
ITANAGAR, Sept 4: A training program on scientific cultivation of tea was organized by Tea Board Regional Office here at Ranglua Basti and Kanubari of Longding district on August 31.

Emphasis was given on forming self help groups (SHGs) by the growers to avail the benefit of various schemes of Tea Board. They were also encouraged to start SHG model factories in line with factories started by STGs of Jalpaiguri district.
The training organized at the Wangcho King’s residence was attended by more than 50 growers.
Similar training was also organized at town hall of Kanubari.

Atleast 30 growers attended the programme.
Later, the Tea Board officials visited several tea gardens of Ranglua and Rusa Basti with Sampa Wangsa, General Secretary of All arunachal Small Tea Growers’ Association.
It is reported that more than 500 of growers have planted tea in Ranglua, Rusa and other nearby areas and 700 tea growers have started tea plantation in Kanubari area.
Healthy growth of tea bush signifies that the soil status, topography, climatic condition of the locality is very suitable for tea cultivation.
Three entrepreneurs, namely Sampa Wangsa, Teseing and the king of the Wancho tribe started tea plantation in 1990 at Ranglua. Presently, tea is grown in every household of Ranglua and Rusa basti in their kitchen garden.
After interaction with several growers of both Ranglua and Kanubari locality, growers have revealed that their main problem were labour crisis and lack of factory for processing tea leaves. The growers have to depend on agents for carrying green leaves to factories located in Assam since there is no tea factory in the locality.
Atleast 20,000 kgs of green leaves are transported on daily basis to Assam based factories, which is enough to run a factory at Ranglua or Kanubari.
The team also visited both field and factory of Olingtong TE and interacted with management.
Trial through Video Conferencing for the first time
ITANAGAR, Sept 4: For the first time in the history of Arunachal Pradesh, video conferencing was used during a trial process in Session Court, Tezu today.
Prisoner lodged at Juli prison, Itanagar was trialed at Session Court, Tezu using video conferencing facility established by NIC (National Informatics Centre) Tezu and Itanagar with the assistance of district administration and police department and support of District Court, Tezu.

By and large it is really not a good act to reject thousands of candidates from appearing in prelims of APPSCE exam for minor mistakes. I will not say that all the rejected candidates are serious about the exam but there are many candidates who are very much serious and toiled day in and day out to face the 'APPSCCE' 2013. If APPSCE had online application facility then such tragedy would never have happened. It’s totally illogical action to reject form just for not signing in one part of the lengthy and complicated application form which shattered many hopes and dreams into pieces. Therefore I highly plead the APPSC authority and state government to make online application facility available for APPSCCE by hook or by crook from the next time so that such act of 'REJECTION' of civil services aspirants application form is not repeated.

Through your daily would like to remind all readers about the article written by Taba Ajum on 1st September under the headline “Are Arunachal Bhawan and Arunachal House only for VVIPs.” The article need all round appreciation by entire state as a whole. I am very much happy that he had highlighted the poor condition of bhawan and house from years and years back, which need urgent rectification. Rate of room should also be minimized for students and common man seeking medical treatment. The Arunachal bhawn and house at Delhi have been constructed to sort out problems faced by Arunachalee in national capital city. Article written by Taba Ajum had given crystal clear idea about the running condition of the bhawns and house, where staffs are taking full advantages of paralyzed common man and making us suffer. Only VIP and VVIP are enjoying the full pleasure accompanied by staff members on most of the occasion. My humble request on behalf of common citizen of Arunachal Pradesh to dear honourable Chief Minister, minister and student leaders who make promises during election, your interruption in this matter is highly required in current situation.

Sex education is need of the hour
Dear Editor,
I vehemently agree with Tongam Rina's point of view. When rape incident happened in Delhi, we all were thinking that such incident is unthinkable in North East part of India. Alas! Now it may seem that we were living in mirage. Worst part, even after the stringent law by the lawmakers they have failed miserably to cast fear to the rapist and the sick Pedophile maniac. Offenders are not a gender, caste, creed, sex or community biased as it can be anybody. Lots of candles were lit, procession and what not, but what was the outcome? In fact the surprising thing is that rape incident continues to grow. I am having a son of one and a half years, sometimes as a father I too feel insecure. So sex education is a must from the primary level of the school if we have to counter such incident again. Strange part, is we are all hypocrite as we get excited moment we discuss about Sex among our peers but a big hush no if we have to educate our younger ones. This attitude has to be changed.

Dictatorial attitude of govt officers
Dear Editor,
Through your esteemed daily I would like to express my anguish regarding misbehavior of govt. officers and staffs.
It is common phenomena in our state that govt officials do not cooperate with public properly. Most of the officers behave like dictator except few.
Being a student I am saying this. When we enter office of any department, we feel low and morally down. In many cases I have witness officer behaving like dictator. What is the reason behind it? Iam not saying all officers behave like same. I know very well my letter will not impact such people.
It’s my earnest request to all the govt officials, please behave well, even though works cannot be done. Particularly please don’t humiliate villagers as most of them are illiterate.
Remember your struggling days; let us make Arunachal as most peace loving state.
