Efforts on to clear road blockade

SEPPA, Sept 4: The AE independent charge Seppa to Chayangtajo road said that there is frequent blockade at Chayangtajo 34.44 Km Pakke point under Seppa to Chayangtajo road.

The PWD department is putting all efforts every now and then to clear the blockade and maintain the road. It is also stated that large portion of land in the hills above the road is cracked and therefore, dwellers of Pakke point were asked to remain alert. DIPRO

 

EWPCS Tawang conducts cleanliness drive at Tawang monastery

Tawang, Sept 4: The Eco-Wildlife & Pollution Control Society (EWPCS) Tawang organized a cleanliness drive in and around the Tawang Monastery yesterday.

President EWPCS informed that the cleanliness drive was being conducted with support from the DUDA Tawang and also stated that the premises of the monastery required a cleaning after the recently concluded Wang-Chen, a religious festival of the monastery during which people from all the corners of the district come to offer prayers and also seek blessings at the monastery. Kago Bharat Ambing, son of Kago Tailyang of class-XII (Sc) and Kago Onya, daughter of Kago Donyi of class-X have received the awards for their outstanding performance in last CBSE examinations.

During the function, HALF secretary, Taro Tallo released an Apatani audio album ‘Poper’. Presented by Taru Bumer memorial Society, the album was produced by the HALF.

 

Authority’s attention drawn

ITANAGAR, Sept 4: Informing that the heavy rainfall on September 2 has caused heavy damage to the public property and the main road of Ward no.8, Itanagar Municipal Council, its councilor Donik Tayu has urged the concern authority to take initiative to improve the condition.

In a release it said, if immediate action is not taken towards the damaged road then certainly there will be a serious consequence.

 

MLA hands over ambulance to Loiliang PHC

Tezu, Sept 4: Karikho Kri, Parliamentary Secretary PHED & WS cum MLA of Tezu Sunpura handed over an Ambulance (Tata Sumo) donated by Power Grid, Tezu to the District Medical Officer, Tezu at PHC, Loiliang for public service of Loiliang area today.

Lohit district Deputy Commissioner R.K. Sharma, Zila Parishad Member Haweli Kri, Assistant General Manager Power Grid, District Medical Officer and staff, HoDs, Gaon Burahs, and general public of Loiliang village were present on the occasion.

The HMLA and Deputy Commissioner lauded the noble act and appreciated the welfare gesture of the Tezu Power Grid.

GAWS mourns death of member

ITANAGAR, Sept 4: Gichik Abu Welfare Society (GAWS) has expressed shock and grief over untimely demise of Gichik Taja (51) after prolonged illness at his Papu Nalah, Naharlagun residence today.  

While recalling his contributions towards the upliftment of the society both socially and economically, GAWS termed his death as an irreparable loss to the society.

“With his death, the society has lost a dedicated, laborious and straight forward person.”

He retired from Assam Rifles in 2005. Presently he was holding the post of treasurer of GAWS and Vice President of Arunachal Pradesh Ex-servicemen Association.

He left behind his wife, two sons, a daughter.

While conveying heartfelt condolence to the bereaved family, GAWS prayed to almighty to rest his departed soul in eternal peace and give strength to the bereaved family to bear the irreparable loss.

His last rites will be performed tomorrow at his resident at Papu Nallah.

 

Syndicate bank revise rate of interest

ITANAGAR, Sept 4: Syndicate Bank has revised the rate of interest on domestic term deposits in various tenures w.e.f August 30.

For a deposit of 399 days, a special interest rate of 9.30% per annum will be eligible for deposits upto Rs 10 crores. The deposits from 61 to 90 days will attract 7.10% to 9.01% on the basis of amount invested. For 180 to 269 days, 8.50% to 9.81% interests will be paid.

For deposits upto Rs 50 crores, higher rate of interest will be considered. For exact one year, the rate will vary from 9.06% to 9.91% for deposits upto Rs 50 crores. The bank will pay additional 0.50% to the Indian Senior Citizens for tenure of one year and above.

In respects of Non Resident Indians, bank has revised in all the tenures from one year to 10 years. For exact one year, 9.05% is payable on deposits upto Rs 10 crore and 9.91% for deposits upto 50 crore.

The bank has also launched a Superdeal Casa Campaign with a host of added benefits for all age groups. The e-products like mobile banking, internet banking and SMSD banking etc, would be provided free of any charges and the depositors are also eligible to take up attractive Mediclaim policy with a minimum premium who have not completed 65 years of age.

A user friendly Instant Gold Loan scheme named ‘Syndswarna’ has also been launched. Campaigns will continue upto October 31 as special festive offer.

Advocate assault report squashed

ITANAGAR, Sept 4: Reacting to the reported assault on advocate Mimar Basar on Aug 29 at Tirbin, the Tirbin Unemployed Youth Association has squashed the allegation saying that as per eyewitnesses only verbal argument took place and no physical attack happened.

It further asked advocate Mimar Basar not to encourage ‘misconception’ of the incident. It will mislead the innocent people and our society, the association said.

LDV all set to host Golden Jubilee Baane Solung

ROING, Sept 4: Parbuk village at Lower Dibang Valley district is all set to host the Golden Jubilee Baane Solung 2013 Celebration beginning from September 6. Site preparation works are in final touch and the host district is ready for the mega event.

About 1000 delegates from various parts of the state are expected to participate in the three days celebration programme showcasing their rich traditions and culture. SHG mela held at Yingkiong

YINGKIONG, Sept 4: An exhibition-cum-sale of products contributed by 15 Self Help Groups of Yingkiong, Geku and Jengging  was held at general ground Yingkiong during the Solung festival 2013.

The event was organised by the District ICDS Cell Yingkiong under DD (ICDS) with active participation of CDPOs, Yingkiong, Geku and Jengging projects. Products ranged from clothes cane baskets, flower decorations candles, pickles and fruits.

 

Student’s death mourned

ITANAGAR, Sept 4: Tamai Welfare Society (TAWSO) of Lohit and Anjaw districts condoled the death of Bomkalu Tamai, 16, a class XI (Sc) student of GHSS Tezu.

The only daughter of Basilum Tamai of Loiliang village, Bomkalu died in a road accident recently, informed TAWSO, in a release.

The Society prayed to almighty for peace of of the dearted soul in heavenly abode.

TLWS mourns Notup’s death

ITANAGAR, Sept 4: Tabi Lapa Welfare Society (TLWS) has mourned the death of former GP chairperson of Kebi Panchayat under Yazali circle of Lower Subansiri district Taba Notup after a prolonged illness on August 30 at her native place. She was also assistant secretary of women’s wing of the society.

Describing her death as great loss for the Tabi Lapa clan and the society, the members of TLWS conveyed deep sense of condolence to the bereaved family and prayed for eternal peace of the departed soul.

 

Support to ANSU’s bandh call

ITANAGAR, Sept 4: Student Union Movement of Arunachal Pradesh (SUMA) has extended full support and co-operation to All Nyishi Students’ Union (ANSU)’s proposed 36-hour Capital Bandh on September 12.

SUMA has criticized the state government for turning a deaf ear to the demands of the union, which included appointment of an independent Home Minister, immediate arrest of the culprits involved in the Bomjen Gapak murder case.

 

APATCYO reiterates demand

ITANAGAR, Sept 4: The Arunachal Pradesh Abo Tani Clans Youth Organization  (APATCYO) has reiterated its demand for setting up electronic media in the state, state assembly to be telecast live, RTE to be made effective in all the schools of the state, immediate appointment of independent home minister and DGP’s office to be made separate from PHQ.

In a representation submitted to the chief minister while condemning the recent Likabali rape incident of 14 minor girls asked the state government to take stringent action against the rapist by hanging him.

“We feel very sorry for the victims and their parents and pray the almighty god to bless their lives to regain healthy condition,” it further said.

 

Deru & Lapung create new records

ITANAGAR, Sept 4: Justifying the hope and expectations of people in their home state, two weightlifters from Arunachal Pradesh Jimjang Deru and Sambo Lapung have created new national records in their respective weight categories this year.

Sambu lifted a total of 269 kg (snatch 119 kg+ clean and jerk 150 kg) in youth boys 69 kg category in Nanjing, China last month which is 4 kg more than previous record of 265 kg (snatch 118+ clean and jerk 147).

Jimjang created the record by lifting a total 200 kg (snatch 87 kg+ clean and jerk 113 kg) in Doha, Qatar. The previous record was 193 kg (total) (snatch 86 kg + clean and jerk 107 kg), informed Indian Weightlifting Federation (IWF), in a release.

 

163 selected on 3rd day of RR

AALO Sept 4: 163 candidates were selected out of 1150 candidates turned up for the final run today in the on-going Army Recruitment Rally being held at Aalo General Football Ground.

Education sector becomes money making machine in Arunachal

ITANAGAR, Sept 4: As Arunachal is gearing up to celebrate Teachers’ Day, education scenario in the state is worrying many citizens. Especially the way the education sector has been turned into money making monster by greedy politicians and their coterie poses serious threat to the future of Arunachal Pradesh.

State government instead of concentrating in improving government runs colleges, Arunachal University (Pasighat) and Rajiv Gandhi University (RGU), has opened the door to private universities to start business in the state. These private universities are namely Indira Gandhi Technological and Medical Sciences University (Ziro), Venkateshwara Open University (Naharlagun), Apex University (Pasighat), Himalayan University (Itanagar) and Arunachal University of Studies. In the name of giving degree, all the above mentioned private universities are fast turning into money minting machine and are compromising with future of thousands of students.  

Indira Gandhi Technological and Medical Sciences University (Ziro) along with Himalayan University (Itanagar) are already inviting application for various degrees including prestigious Doctor of Philosophy (Ph.D), M. Tech, Master in Philosophy (M.Phil) along with numerous other professional courses. The big question is does these universities have proper infrastructure and adequate faculty to start their operation? Do they have requisite permission from concern authorities like UGC, AICTE? University Grant Commission (UGC) has already made it clear in the past that “the inclusion of the name of the university in the list of universities maintained by the UGC does not itself allow the university to make admission in its programmes.” Therefore if private universities are starting activities just on the pretext that they have been recognized by UGC, then they are violating the guidelines of the same UGC.

On January this year, Rakhsa Pahwa under secretary UGC had written to the registrar of Venkateshwar Open University informing it that admission process can only be started after creation of required academic and physical infrastructure facilities including library, laboratories and appointment of teaching and supporting staff as per the norms and standard laid down by the UGC and statutory councils concerned. Also private university are supposed to submit detail information of above mentioned to UGC and accordingly an expert committee will be constituted by Commission to ascertain whether university fulfils the criteria in terms of programmes, faculty, infrastructural facilities, financial viability etc as laid down from time to time by UGC and other concerned statutory bodies such as AICTE, BCI, MCI, DCI, INC, NCTE, PCI etc. In their websites none of the five private universities operating from state has mentioned any information regarding visit of UGC expert committee to their respective universities.

In August 2011, UGC wrote to education commissioner, Govt of Arunachal informing that as per Supreme Court order no off campus centre(s) should be allowed to open by the private university outside the territorial jurisdiction of the state.  However private universities of state like Indira Gandhi Technological and Medical Sciences University, Ziro has opened its office at Paryavaran Complex, South of Saket, New Delhi. Venkateshwara University too has its office at Malviya Nagar, New Delhi. They are accepting application forms from their Delhi based offices.

Govt of Arunachal especially education department has failed to check this rampant selling of degrees. According to the sources all these private universities has backing of powerful politicians. At present Arunachal have 18 degree colleges, 11 professional institutions and university level institution which include RGU, Arunachal University, NERIST and NIT, Yupia. The government run degree colleges are fighting numerous problems whereas RGU and NERIST have become battle ground for power struggle between politicians and local citizen of area. Instead of bothering to solve these burning problems, state government is busier in appeasing private universities. Very surprisingly majority of student unions of state is keeping mum on this issue. It seems Arunachalee citizen are waiting for next CMJ university type scandal to take place in the state.

 

 

Mass protest rally for Likabali rape victims

ITANAGAR, Sept 4: Thousands of people, including students, participated in a mass protest rally at Aalo town, the district headquarter of West Siang, today against the recent Likabali rape incident wherein 14 minor girls of a private residential school were reported to have been raped by the hostel warden Vipin Wisvan.

The rally which started from Govt. Higher Secondary School play ground culminated at the New Market with slogans like ‘Beti Bachchao - Desh Bachchao’ ‘Vipin Wisvan ko phasi do’ and ‘Mahilao ka samman - desh ka samman’.

During the rally, an effigy of the rapist was burnt by the students of VKV Jirdin.

The rally was organized by Paktu Ao Youth Welfare Association (PAYWA).  President, PAYWA Lige Lollen addressing the gathering demanded capital punishment to the rapist, also urged the West Siang DC to check all the private institutions in the district within a week.

West Siang ATA unit condemns Likabali rape incident

Meanwhile, Arunachal Teachers Association (ATA) West Siang Unit Aalo has condemned the rape incident committed by one caretaker/warden of the Green Valley Private School, Likabali. Thousands affected by Nao Dehing flood

ITANAGAR, Sept 4: Flood waters have entered Dumpani and four other villages under Diyun circle as mighty Nao Dehing River has breached the WRC and village protection bund.

Atleast 13246 people of eleven villages have been affected by the current wave of flood.

Parliamentary Secretary CC Singpho accompanied by ZPM Pintri Singpho, Anchal Samity chairperson Diyun Pravabati Deori, Diyun EAC T Riba and senior public leaders of the area visited the flood affected Dumpani village and the erosion site.

He advised the people living near the river bank to shift to safer locations, informed Diyun EAC in a release.

The local people with assistance of the Executive Engineer WRD Bordumsa and the EAC Diyun are making temporary bunds with mud filled gunny bags. The MLA has assured the people to take up with Govt for restoration of the bund and relief to affected families. Heavy Downpour in Tezu: Due to heavy downpour in Tezu and its adjoining areas the roads connectivity via Parsuramkund to Tezu and via Alubari to Tezu has been disrupted temporarily. Restoration works are undergoing as per the latest report. Rainfall data recorded at district headquarter Tezu was 200 mm as per the latest report. DIPRO

 

 

Greetings on Teachers’ Day

ITANAGAR, Sept 4: Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma and Chief Minister Nabam Tuki have greeted the teachers on eve of the 125th birth anniversary of former President, scholar of philosophy, Dr S Radhakrishnan, which is celebrated as Teachers Day on September 5.

The Governor has expressed the hope that the day will infuse new zeal amongst the teaching community to shoulder greater responsibility towards quality education in the State.

In his message, the Governor said that Dr. Radhakrishnan is the embodiment of righteousness and high moral values. He has been a role model for the teachers and his philosophy and teachings inspire all. We take pride in his thoughts and teachings, which bear the stamp of distinctive genius for clarity and precision, Lt. Gen (Retd) Sharma added. The Governor appealed to all to take a pledge to strengthen the commitment towards education for all as a tribute to one of the most illustrated sons of Mother India Dr. Radhakrishnan. He exhorted the people of Arunachal Pradesh to involve in improving education in the State.

May the celebrations of this occasion inspire us to follow the highest moral and ethical values of Dr. Radhakrishnan, the Governor wished.

“The nation recognizes and acknowledges the contribution of teachers in man-making as well as nation-building. Therefore, has dedicated the birthday of India’s most renowned teacher Dr S Radhakrishnan to honour them,” Chief Minister Nabam Tuki observed in a message here this evening.

While appreciating teachers world over, the Chief Minister particularly lauded the contribution of teachers working in a difficult state like Arunachal Pradesh.

“Despite hardships like lack of basic facilities like accommodation and communication, teachers in remote Arunachal Pradesh have proved more than their mettle in educating and churning out intellectuals over the years. Our teachers need more appreciation and recognition than their counterparts elsewhere,” he said.

While acknowledging the contribution of teachers in development of the state, the Chief Minister expressed hope that Teachers Day would re-instill in them a sense of responsibility towards their students and re-dedicate themselves for the cause of world’s noblest profession.

“On this day and every day, we salute our teachers. Without them we would still be living in the primitive age!” the Chief Minister added but reminded that the future of Arunachal Pradesh still depended on them and that their job has not yet finished.

 

 

Of Gambling and Gamblers

ACE GAMBLER

One of my cousins is a list-A gambler of western Arunachal. His magical ability to shuffle cards to his advantage is no less legendary. Once, it is said, he even outwitted an “ace” haring gambler from Uttar Pradesh, hired by one of his opponents, in a “high-stake” game of rummy at Tawang. His opponent, rife with anger after losing all his money to my cousin, almost killed that hired gambler by forcing the muzzle of his .22 calibre rifle in the latter’s mouth on their way back. If not for the timely intervention of the driver, the “ace” UP gambler would have his dead body thrown into obscurity in one of the deep gorges of Nechipu.

He went on to make a good fortune by sheer tricks stored up his sleeves until he fell into the trap of rummy-induced delusions. Psychiatrists diagnosed his delusions as a manifestation of schizophrenia. Not to mention his naked runs in a park in New Delhi and his several suicide attempts. He later consumed all his money for his treatment. To believe my relatives, he is a victim of the voodoos sponsored by his opponents.

RUMMY CRAZE

Rummy is such a craze here in East Kameng district that from a small-time businessman to a public leader to a government officer, everybody plays it at a slightest pretext. “Aina” (mirror) is the famous allusion attributed to rummy, as the players fix their narrowed irises on the cards held in their hands as if they are looking at a palm-size mirror. Here, rummy is central to all group discussions. A person’s respect-graph shoots up if he brags, “I lost three lakhs” in one sitting. Weirdly, they even talk in their dreams of “Single” and “Puploos” — the game’s de rigueur jargons.

“If you want to make friends with the officers and influential public leaders, play rummy” is the common advice handed down to a novice in the trade. I know of some officers who use the game as a medium to pay indirect hush-money to a potential threat. The formula is to invite him—he could be a public leader or a social activist—to play. If the invitee shows reluctance citing lack of “chandu” or “rokra” being the reason, then the officer would assure him of lending. The money is lent, but never to be asked for return or given back and thereby completing a non-verbal agreement.

Gambling is both a home maker and breaker. Some keep their chulhas burning from its proceeds while some loss everything in their possession. In one instance, a person mortgaged his only son for 30k bucks in a deal of three-card poker (teen patti) just for a “show” in which he lost. Later, his relatives bailed his son out. But sadly, his son did not live long soon after that.

Feminists would be proud to know that women do not lag behind. They can compete with men. Nothing is an uglier sight then a woman playing rummy with four other men. Sometime, a husband and a wife team up to outwit others. Husbands, kids and kitchens are delegated to housemaids by these women. Preposterous it may sound, but the fact is that a woman delivered a baby on the floor of rummy, and funnily, the baby was named “Solo” (one born while playing).

ALIENS

Those who are outside the rummy-coteries are treated scornfully like aliens by the players. Rummy players do not pay social visits to non-rummy playing homes. But when non-players visit them, they are ignored by the rummy-engrossed hosts.

The fixed answer I give for not playing rummy is, “I have no interest in others’ hard-earned money. To covet others’ money is as bad as to covet others’ wives. If you are interested in my money, just borrow, and otherwise, give me yours without much ado. Don’t bring rummy in between. If rummy is all your interest, let us play without any stake.”

These rummy-playing government servants and public leaders have not been chosen to their posts on the merit of their rummy-playing talent but their abilities to serve the people. I think they should not squander their precious time on playing cards, which they fondly call “time pass!”

 

 

Byaling calls for better coordination for effective implementation of projects

TAWANG, Sept 4: A meeting in connection with the review of the implementation of various flagship programmes under rural development was held at the D C Conference hall Tawang.

Attending the meeting, Minister RD, P R  and  Power  Tanga Byaling informed that the purpose of his visit was to assess the ground situation of the implementation of various programmes.

Calling for better coordination from the PRI members, Byaling outlined the importance of the PRI members in the assessment and selection of projects and also in the successful execution of these projects. He further urged the DRDA and the PRI members to select and take up projects that assist the people in their income generation. Advocating for implementation of schemes specially that of mass/common utility, he urged the members present to give top priority for development. He further urged the members to prioritize the schemes in consultation with the local populace and the administration.

He called for better coordination/support from other departments like horticulture, agriculture etc so that a convergence can be achieved during the implementation of a particular project. The Minister expressing his satisfaction on the implementation of the various RD projects in the district said that Tawang and West Kameng districts can be role model for his department on the quality of the execution of the projects.

He directed the District administration, DRDA & PRI members to come together with better coordination and constantly work together for the upliftment of the rural population in the district.

Earlier, Secretary Rural Development B R Babu informed the house that the main purpose of the visit was to ensure that the funds for all the flagship programmes were utilized properly. He further gave a brief outline and guidance on execution of the various programmes under the RD like the MGNREGA,IAY, IWMP, SGSY, etc.

Director RD K Dulom also briefed the house about the process for the implementation of the various projects and also outlined the shortcomings in some of the projects. He urged the DRDA to frame projects in convergence with other departments and also come up with innovative projects that would really help the people at the grass root level.

DC Tawang Abhishek Dev informed that the administration has been constantly monitoring the completed as well as the under-process projects of RD in the district. He also informed the house that the administration shall put in all efforts to see that the benefits of these projects reach the common people.

A power point presentation of the various projects completed/under process and the achievements of the DRDA Tawang were also displayed to the visiting delegates by the PD Tawang Lobsang Phunchu & BDOs of the Tawang district.

Dr. Paliwal was speaking at the valedictory function of the fortnight-long Intensive Motivational and Skill Training programme organized by DBYC, Itanagar for the trainees.

Paliwal also encouraged the trainees to make use of the advantage they have in being fluent in Hindi, a distinguishing mark of Arunachalee youth among their North Eastern counterparts and which works out to be a boon and brings acceptance for them in mainland India.

The function which marked the close of the fortnight-long training for the selected candidates was the culmination of a process wherein a host of resource persons interacted with candidates and enlightened them on various aspects of personal and professional life such as, Self Image, Self Discovery, Understanding one’s Personality, Communication Skills, Interview Handling, Personality Development, Work Culture, Work Ethics, Thrift and Saving and Value-Centred Living.

Earlier in the function, Sharada Prasad, Principal Advisor to the chief minister exhorted the trainees to be proud of their vibrant culture and to be ambassadors of the State through discipline, hard work and self-reliance.  “Improve your level of confidence through training and education”, he added.

Dr. VN Sharma, State Liaison Officer, for NSS while addressing the gathering made a poignant remark, “Young people today are not useless, but used less.”  

Rev. Fr. Mathai, SDB., Parish Priest, Itanagar and Taw Tebin, Executive Secretary, Arunachal Pradesh Catholic Union also spoke on the occasion encouraging the students to be signs of bearers of God’s love for themselves and others.   

All the trainees expressed their gratitude to the government and the Chief Minister and his collegues who has introduced this very useful project for less privileged young people of the State.

The valedictory function was attended among others by Taba Yall Nabam, Member, Empowered Standing Committee from Itanagar Municipal Council, Nabum Pekhi, SO, PWD and Pisa Dobum, Catechist, Itanagar.

 

 

Hostel land in JNU campus identified for NE students

NEW DELHI, Sept 4: Clearing all hurdles for construction of a 500-bed North East Students’ hostel, the JNU authority identified land today, thanks to the initiative of NE MPs Forum (NEMPF).

JNU vice chancellor Prof Sudhir Kumar Sopory, Rector Prof Sudha Pai, deputy registrar Kh Siile Anthony and superintending engineer Pradeep Kumar along with the forum’s secretary general Takam Sanjoy, Delhi Police joint commissioner Robin Hibu and a few officials visited the varsity campus here for demarcating the land for the ambitious project which would serve as a panacea for NE students pursuing higher education in New Delhi.

Union DoNER ministry would provide Rs 95 crore for the hostel which would have 50% reservation for the NE girl students alone.

NEPMF chairman Mukut Mithi in a representation to the VC said the hostel should be named ‘Subansiri Hostel’ after the river in Arunachal Pradesh, and suggested co-opting JNU deputy registrar Anthony as liaison officer between the JNU and the NEMPF. However, Mithi could not visit the varsity today as he had been called by the PMO.

Delhi Chief Minister Shiela Dixit had consented to allot land for the hostel at a high level meeting in All India Congress Committee (AICC) held under the chairmanship of Union Minister Oscar Fernandez on July 16 and attended by DoNER Minister Paban Singh Ghatowar, Arunachal Pradesh Chief Minister Nabam Tuki, his Meghalaya counterpart Mukul Sangma, Mithi, a host of AICC leaders and MPs form NE, including Sanjoy.

Dixit took up the matter with JNU vice chancellor after Sanjoy called on her with a written request on July 27 following which the VC had consented to identify land for the purpose within the university campus.

Sanjoy conveyed gratitude to Dixit and JNU authorities for identifying themselves with the cause of NE people and reiterated his plea to Delhi CM for implementing the Rent Control Act in the NCT region as "our students face a lot of problems as landlords arbitrarily increase rents by 40 to 50 per cent and use it as an instrument to remove the tenants."

With the formal letter of allocation of land, it would be the responsibility of the DoNER ministry now to finalize the design, earmark fund to give the go ahead signal.

It may be mentioned here that this was one of the commitments given by the Congress party during the Delhi University Students’ Union election during 2009. Most of the NE Students’ Unions had extended their support to DUSU with this demand, Sanjoy added.

The Delhi-Arunachal Forum (DelAru), a voluntary organization of Arunachalees living in Delhi, had also placed the same demand with the state's MPs.

 

 

GIL urged for early completion of Seppa-Chayangtajo road

SEPPA, Sept 4: In an interactive cum coordination meeting held at the conference hall of Gammon India Ltd office, Seppa yesterday, the Panchayat leaders, students and NGOs appealed the Gammon India Ltd  (GIL) for early completion of Seppa-Chayang Tajo road project without compromising with the  quality of road works.

The meeting  presided over by the Chayangtajo ZPM Lama Bagang was attended by the representative of Gammon India Ltd, PWD, students bodies, NGOs, and PRI leaders and public.

Expressing concern over the delay on construction of the road project,  the members present in the  meeting  urged the  construction agency to review its working system  for speedy progress of the road construction. Not satisfied with the performance of the works like construction of culverts, formation cutting etc by GIL, the PRI members and students strongly urged that damage portion of culverts which has been already constructed by some PRWs executing by GIL should be renovated immediately. The ZPM Lama Bagang, student bodies, NGOs and PRI leaders also assured to extend all possible help to GIL in solving any local issues relating to road project.

A team lead by Rongmir Yangfo, Block Chairperson, ASM, Chayangtajo and Tama Lamra Block Chairperson, ASM Sawa, president and general secretary All Pipu Chayangtajo Gwayepurang Sawa Students Union Jevan Bagang and Tafi Flago has been constituted for liasioning with GIL in solving local issues.

Participating in the meeting, Prafulla Borgohain, Project Manager, Gammon India Ltd has assured that the balance work will be completed within April, 2014. Moreover, he gave his commitment to bring quality work and renovate the said damaged portion of culvert which have been constructed by GIL and Byabang Tugu, Asst. Engineer (Independent in charge), PWD, Chayangtajo has also assured that concern junior engineers will be deputed to work location for proper monitoring and supervision of the quality of the work and appealed for cooperation from the people so that we can complete it early.

Lama Bagang appealed the PWD, Chayangtajo to properly supervise the construction activities of Gammon India Ltd as per the guidelines of MoU with the Govt for early completion of this road. Delay in construction of this important road hampers the development, he said while  requesting  all  to extend all possible  cooperation for early completion of the project. also informed that the landslide zone at Ch.No.2+600 KM and Ch.No.35+00, which is occurring due to natural calamities and beyond the control of contractor at present and also intending danger to the life and property residing nearby.

Meanwhile Lama Bagang,  along with students’ bodies, NGOs and PRIs leaders has submitted a memorandum to the  East Kameng Deputy Commissioner  for providing security personnel to staff of GIL and PSO for Project Manager to prevent any unwanted incidents in future.

 

 

e-Panchayat training conducted for Lohit and Anjaw districts

TEZU,  Sept 4: Twenty five numbers of officials, viz., Head Assistants UDC, LDC and Computer Assistant from the Panchayat Department attached with District Panchayat Development Officer/ ZPC and Member Secretary (AS) of Lohit and Anjaw districts attended the Mission Mode Project e- Panchayat training on Panchayati Enterprise Suite held which was conducted at National Informatic Centre in DC Office, Tezu, from 23rd August to 3rd September last.

The e-Panchayat Training Package under MMP is a Government of India programme under MoPR with an aim to enable the PRIs to effectively use Information Technology (IT) in automating their internal workflow processes for better functioning and delivery of citizen services leading to increased transparency and accountability.

Under e-Panchayat MMP, 11 Core Common applications are envisaged that address all aspects of Panchayats’ functioning viz., from internal core functions such as Planning, Monitoring, Implementation, Budgeting, Accounting, Social Audit, etc to citizen service delivery like issue of certificates, licenses etc.

The 10 days training programme started with a warm inauguration by Shri. M.K. Deori, SDO cum District Development Panchayat Development Officer Tezu.

The District Informatic Office Shri. June Kadu also inspired with his words of exhortation to the participants.

The training concluded with a valedictory function, giving away certificates to all the participants by Deori.

The training was conducted by the District Project Management Unit from SIRD, Itanagar in coordination with NIC, Tezu. DIPRO

 

 

Training on scientific cultivation of tea

ITANAGAR, Sept 4: A training program on scientific cultivation of tea was organized by Tea Board Regional Office here at Ranglua Basti and Kanubari of Longding district on August 31.

The growers were trained on bringing up of young tea, manuring of both young and matured etc. by resource persons Dr. Gautam Saikia, Programme Co-ordinator, Small Tea Growers Advisory Programme, Dept. of Tea Husbandry and Technology, Assam Agricultural University, Jorhat.

Emphasis was given on forming self help groups (SHGs) by the growers to avail the benefit of various schemes of Tea Board. They were also encouraged to start SHG model factories in line with factories started by STGs of Jalpaiguri district.

The training organized at the Wangcho King’s residence was attended by more than 50 growers.

Similar training was also organized at town hall of Kanubari.

S Rajbongshi, Asst. Director, Tea Board, Itanagar trained growers on tea planting, young tea management, pruning, manuring etc.

Atleast 30 growers attended the programme.

Later, the Tea Board officials visited several tea gardens of Ranglua and Rusa Basti with Sampa Wangsa, General Secretary of All arunachal Small Tea Growers’ Association.

It is reported that more than 500 of growers have planted tea in Ranglua, Rusa and other nearby areas and 700 tea growers have started tea plantation in Kanubari area.

Healthy growth of tea bush signifies that the soil status, topography, climatic condition of the locality is very suitable for tea cultivation.  

Three entrepreneurs, namely Sampa Wangsa, Teseing and the king of the Wancho tribe started tea plantation in 1990 at Ranglua. Presently, tea is grown in every household of Ranglua and Rusa basti in their kitchen garden.

After interaction with several growers of both Ranglua and Kanubari locality, growers have revealed that their main problem were labour crisis and lack of factory for processing tea leaves. The growers have to depend on agents for carrying green leaves to factories located in Assam since there is no tea factory in the locality.

Atleast 20,000 kgs of green leaves are transported on daily basis to Assam based factories, which is enough to run a factory at Ranglua or Kanubari.

The team also visited both field and factory of Olingtong TE and interacted with management.

 

 

Trial through Video Conferencing for the first time

ITANAGAR, Sept 4: For the first time in the history of Arunachal Pradesh, video conferencing was used during a trial process in Session Court, Tezu today.

Prisoner lodged at Juli prison, Itanagar was trialed at Session Court, Tezu using video conferencing facility established by NIC (National Informatics Centre) Tezu and Itanagar with the assistance of district administration and police department and support of District Court, Tezu.

“This marks the successful beginning of a new era in justice delivery system in Arunachal Pradesh,” said Lohit Deputy Commissioner RK Sharma.

Even through the establishment of video conferencing required co-ordination and co-operation from various quarter including home department, jail administration, police headquarters, district administration, district police, NIC and BSNL, it was conducted successfully at a very short notice with the whole hearted co-operation of all the above departments.

With the establishment of the video conferencing facility, it is expected that the trial process will become faster and the state Govt. will be free from the hassles of ferrying criminals, especially underground (UG) cadres, over long distance thereby saving both men and material resources.

This will also help the judiciary to speed up trial thereby helping the victims of crime to meet the ends of justice, Sharma hoped.

Online form submission is best solution

Dear Editor,

By and large it is really not a good act to reject thousands of candidates from appearing in prelims of APPSCE exam for minor mistakes. I will not say that all the rejected candidates are serious about the exam but there are many candidates who are very much serious and toiled day in and day out to face the 'APPSCCE' 2013. If  APPSCE had online application facility then such tragedy would never have happened. It’s totally illogical action to reject form  just for not signing in one part of the lengthy and complicated application form which shattered many hopes and dreams into pieces. Therefore I highly plead the APPSC authority and state government to make online application facility available for APPSCCE by hook or by crook from the next time so that such act of 'REJECTION' of civil services aspirants application form is not repeated.

Dear Editor,

Through your daily would like to remind all readers about the article written by Taba Ajum on 1st September under the headline “Are Arunachal Bhawan and Arunachal House only for VVIPs.” The article need all round appreciation by entire state as a whole. I am very much happy that he had highlighted the poor condition of bhawan and house from years and years back, which need urgent rectification. Rate of room should also be minimized for students and common man seeking medical treatment. The Arunachal bhawn and house at Delhi have been constructed to sort out problems faced by Arunachalee in national capital city. Article written by Taba Ajum had given crystal clear idea about the running condition of the bhawns and house, where staffs are taking full advantages of paralyzed common man and making us suffer. Only VIP and VVIP are enjoying the full pleasure accompanied by staff members on most of the occasion. My humble request on behalf of common citizen of Arunachal Pradesh to dear honourable Chief Minister, minister and student leaders who make promises during election, your interruption in this matter is highly required in current situation.

Sex education is need of the hour  

Dear Editor,

I vehemently agree with Tongam Rina's point of view. When rape incident happened in Delhi, we all were thinking that such incident is unthinkable in North East part of India. Alas! Now it may seem that we were living in mirage. Worst part, even after the stringent law by the lawmakers they have failed miserably to cast fear to the rapist and the sick Pedophile maniac. Offenders are not a gender, caste, creed, sex or community biased as it can be anybody. Lots of candles were lit, procession and what not, but what was the outcome? In fact the surprising thing is that rape incident continues to grow. I am having a son of one and a half years, sometimes as a father I too feel insecure. So sex education is a must from the primary level of the school if we have to counter such incident again. Strange part, is we are all hypocrite as we get excited moment we discuss about Sex among our peers but a big hush no if we have to educate  our younger ones. This attitude has to be changed.

Should have given second chance

Dear Editor,

Through your esteemed daily, I would like to draw the attention of readers towards upcoming APPSCE prelims-2013. As an aspirant of APPSCE, I want to express my concern over the rejection of candidature in such large number. Sadly my name is also included in those enlisted. Though I didn't go for any twisted method but I just hope that the APPSCE committee should have at least considered of allowing a limited time for the correction in the forms.

Due to rejection many hopeful aspirant have lost their valuable time, money, hope and patience. Thousand of aspirant work hard all year round with will and hope to face this prestigious exam. Many deserving candidates might have been affected.

In my case, my candidature was rejected just because they couldn't identify the last two words of my name (ridiculous !!!!); Where as I clearly remember reading the instructions carefully and I had written my name in bold capital letters with a ball pen. There are many other cases like mine. There should be a pre-planned system to manage such cases for unexpected mistakes. The APPSCE committee must give us a chance for re correction. Why they are depriving candidates just because they couldn't recognize one or two alphabets of some names. Such large rejections of candidates seem to be somewhat fishy. There is no hundred but thousands of rejected enlisted. Many also view this rejection of thousands as a corruption scandal which is in its full bloom in our state. One can never say!

Dictatorial attitude of govt officers

Dear Editor,

Through your esteemed daily I would like to express my anguish regarding misbehavior of govt. officers and staffs.

It is common phenomena in our state that govt officials do not cooperate with public properly. Most of the officers behave like dictator except few.

Being a student I am saying this. When we enter office of any department, we feel low and morally down. In many cases I have witness officer behaving like dictator. What is the reason behind it? Iam not saying all officers behave like same. I know very well my letter will not impact such people.

It’s my earnest request to all the govt officials, please behave well, even though works cannot be done. Particularly please don’t humiliate villagers as most of them are illiterate.

Remember your struggling days; let us make Arunachal as most peace loving state.

International Finance Corporation (IFC), a member of the World Bank Group, has expressed its commitment to continue working with the Nepal government and private sector to improve the country´s business environment.

Encouraging private sector-led growth and easing of constraints to business are key tools for attracting investment, creating jobs, and enhancing economic development in the country, IFC said.

As of June 2013, IFC has a committed portfolio of $48 million, mainly in power, transport, financial market, microfinance and trade finance projects in Nepal.

IFC also provides advisory services to strengthen business regulations, increase access to finance, support development of smaller enterprises, and facilitate creation of public-private partnerships in infrastructure.
